Solution A: Download the QuickBooks Component Repair Tool and Run it on your computer.
Solution B: Transitorily stops your Anti-Virus software and restarts your computer.
• Try disabling the antivirus program temporarily in case QuickBooks Desktop still shows the Error after you open it. You may need to ask the assistance of an IT professional or check options from the help menu of the Anti-Virus program.

Solution C: Rename The Files &.ECML
1) a. alter the name QBWUSER.ini

• Initiate the PC window by pressing the window sign + E.
• Select Folder & Search Options from the Organize Menu.

• Choose Show hidden files >> folder >> drives. In the advanced settings section, under hidden files.

C:\users\[your user name]\AppData\Local\Intuit\QuickBooks[2018] , In the C: Drive of your PC Window.
• Right Tick on the QWBUSER.INI file and rename it.
• Replace .INI with .INIold and hold the Enter key.
2) Follow these steps and add another name the EntitlementDataStore.ECML file.
• Close all QuickBooks actions running on your computer.
• Start the Entitlement data folder for your OS and QuickBooks version.
Push MS Windows + R button and initiate the Run MS Window.
Open (or copy & paste) C:\ProgramData\Intuit\Entitlement Client\v8 and then press Enter. Server 2003 SP2: C:\Documents and Settings\All Users\Application Data\Intuit\Entitlement Client\v8.
o Delete EntitlementDataStore.ecml file by Right clicking on it.
• Click the QuickBooks, start the company file and obey the directions to register the application.
3) If QuickBooks opens after performing above-said steps, try to start a sample file. If it's doesn't start, continue to Solution F as there might be issues with your windows. In case sample file opens, Proceed to Solution D as there might be damaged permission file in your selective company files.
Solution D: Reinstall QuickBooks and Update using Latest Release.
Delete QuickBooks and reinstall it using the Clean Install. Once you complete installation and replace all the program files, update the latest release of QuickBooks.
Solution E: Try Opening Company files from a different folder location.
The folder permission, where you put the company files can be corrupted sometimes at the time of working in windows. This is a system related problem and not an Intuit problem. Please catch the steps below:
• Open the computer window by pressing Windows + E.
• Explore for the data file with a .qbw file n extension. Browse to the data file location on the network drive, in case you are looking for the file on a network server ( for Eg. Z:\QBdata).
• Right-click and take COPY, once you find the company file.
• Right-click in a clear space in your C:\ and choose New > Folder.
• Name that folder as QBTEST.
• Open that folder after you name it and right click, Select Paste.
• Start QuickBooks and hold the CTRL key held below. ( It will pass initiating the currently open file and take you to No Company Open Window)
• Take Start or Reestablish an Actual Company and Peruse it to the C:\QBTEST folder you performed.
• Open the company file that was copied in the QBTEST folder.
There might be some folder/support corrupted in the original location of the file, in case the company file opens successfully. It is recommended to get these damaged file/folder permissions repaired by an IT professional.
Solution F: Create a New Windows Admin User.
Sometimes, the user files can get corrupted while using windows. So, you should create a new Windows Admin User and try to open QuickBooks under the New Admin User.
